Changes to the CSCS Labourer Card

Significant changes have come into effect regarding the CSCS Green Labourer Card, as part of the Construction Skills Certification Scheme’s ongoing efforts to strengthen standards across the industry. These updates impact how new and existing workers obtain and renew the card, particularly around the qualification requirements.


As part of these changes, only specific, recognised qualification are now accepted for new Labourer Card applications, replacing the previously broader list of accepted courses and certifications.


What’s changed?

From February 2025, applicants must now hold one of the following:

·      Level 1 award in Health and Safety in a construction environment

·      Level 1 RQF/SCQF qualification approved by CSCS that meets their strict criteria for labouring occupations


These qualifications must be completed in addition to passing the CITB Health, Safety and Environment Test for Operatives within the last two years. 

Previously, a range of short courses or in house training could be used to meet the requirements. Now, CSCS has tightened the rules to ensure that only qualifications regulated by Ofqual, CCEA, or SQA Accreditation are accepted. This change is designed to improve safety and competence on site by ensuring that all cardholders have achieved a consistence a recognised standard of training.

This update may affect those applying for a CSCS Labourer Card for the first time as well as individuals looking to renew their card. It’s crucial to check whether your current training meets the new criteria- otherwise, your application could be delayed or rejected.
